RETRACTION POLICY

Retraction is a mechanism of correcting published information and warning readers that a publication contains serious deficiencies or erroneous data that cannot be trusted. The unreliability of the data may be result from bona fide error or deliberate violations.

Retraction is also used to alert readers about the cases of duplicate publications (when authors present the same data in several publications), plagiarism and concealment of conflicts of interest that could affect the interpretation of the data or recommendations on their use.

Retraction of the article can result from violation of ethical principles of the journal. Other reasons for retraction of the article include:
• the presence of illegal borrowing (plagiarism) of the text and/or graphic materials in a large volume;
• duplicate articles in multiple periodicals;
• detection of fraud or fabrication (e.g., manipulation of experimental data) in the published material;
• detection of serious mistakes (e.g., incorrect interpretation of results), which casts doubt on its scientific value;
• inappropriate list of the authors (absence of an author; presence of individuals who do not meet the criteria of authorship);
• hidden conflict of interest;
• reproduction of articles without the author’s consent;
• other violations of ethical principles of the journal.

The reason for the retraction of article are:
• the author’s appeal on the revocation of the article;
• the decision of the Editor-in-Chief of the journal.

The decision to retract the article is made by the Editorial Board at the proposal of the Editor-in-Chief of the journal which contains information on the reason for the retraction of the article. The decision to retract the article takes into account the response of the author/co-authors, justifying his/her/their position on the article withdrawal (if this response is received).

If the author/co-authors find(s) it necessary to withdraw the article, they appeal to the editor explaining the reason for such decision. The Editorial Board sends a reply to the author(s)' appeal and if there are enough reasons for retraction, the Editorial Board makes the retraction on its own.

If the Editorial Board decides to retract the text of the article basing on its own examination or judging from received information, this decision is made known to the author/co-authors with a request of their reasoned opinion concerning the validity of the Editor-in-Chief substantiation regarding the reatraction of the article. The reasoned opinion is requested from each co-author separately. If the author/co-authors ignore(s) the request of the Editorial Board, the Editorial Board has the right to retract the article without considering the opinion of the author. In the case of the receipt of the appeal on the reasons for retraction the article, the Editorial Board informs the author about the timing of the consideration of his/her/their appeal. The maximum term of consideration of the appeal may not exceed one month. The appeal is not considered if the surname and contact details of the author(s) are not specified, it contain unreadable text or abusive language.

For examining the article and related materials, the Editor-in-Chief forms an expert Commission consisting of a Chairman (Editor-in-Chief or Vice-Editor-in-Chief of the journal) and members of the Commission (not less than 2 members of the Editorial Board of the journal).

The decision to retract the article is registered in the Protocol of the meeting of the Editorial Board of the journal. Having made the decision to withdraw the article, the Editorial Board indicates the reason for retraction (in the case of plagiarism, the reference to the sources of borrowing is indicated) and the date of the retraction. The retracted article and its metadata can be found on the website of the journal in the appropriate issue of the journal, but each page of the retracted article contains an insciption «ОТКЛОНЕНА/RETRACTED» along with the date of retraction, the same inscription is made in the table of contents of the issue.

The Editor-in-Chief of the journal sends a protocol of the meeting with the decision on the article retraction to the databases indexing the journal, the Protocol indicates the date and the membership of the meeting, together with the results of the examination and the reasoned decision for retration.

The Protocol of such meeting is sent to the author (the Commissioner of the author in the case of collective authorship) of the retracted article and also to the author of the appeal for retraction.

The Editorial Board along with the decision to withdraw the article has the right to take a decision to impose a ban on the submission of any publication of the author/coauthors of the retracted article for a certain period.
