Alexander V. Roshchin

Born September 11, 1951.

Professor, Doctor habil. (Engineering), holds a title of honour "Honored Chemist of Russia", winner of government awards. A.V. Roshchin  is a highly qualified expert in the field of research and development management.

Between 1973 and 2003,  A.V. Roshchin took part in the implementation of special research and development focused at:

  • development of the state armament program of the Russian Federation in terms of fundamental, forecast, and prospect-level research;
  • generating and implementation of a number of complex research programs on military-technical policy issues, military production conversion programs, creating dual-perpose technologies; 
  • development of technologies for utilization of weapons and military equipment, designing novel functional materials and substances.
  • building up the division of Integrated targeted program of fundamental, forecast, and prospect research devoted to ensuring environmental safety issues.

A.V. Roshchin  has headed for many years an expert group on scientific and technical project selection in a variety of top priority fields. He has coordinated the interaction of scientific research and production enterprises with higher educational institutions of the Russian Federation on implementation of the state weapons programs.

Since 2003, A.V. Roshchin devotes  his main activities to the management of research and development in the field of ensuring chemical safety of the Russian Federation. During this period, he has been directly involved in the development of:

  • Fundamentals of the State Policy in the Field of Ensuring Chemical and Biological Safety of the Russian Federation for the Period up to 2015 and beyond;
  • Interdepartmental complex program "Fundamental, exploratory and applied research in the interests of ensuring protection of hazardous objects and population";
  • Foundations of creating a system of counteraction to chemical and biological terrorism and eliminating the consequences of terrorist attacks;
  • Concept of the Federal target programs "National System of Chemical and Biological Safety of the Russian Federation (for the period of 2009 -2014, and 2015-2020)".

A.V. Roshchin currently holds a position of a  Deputy Director for Science at the N.N. Semenov Federal Research Center for Chemical Physics, Russian Academy of Sciences (FRCCP RAS). He is the head of the Department of special materials and technologies for ensuring chemical safety which had been founded by himself. The department’s research is focused at developing fundamental and applied science, technologies and equipment for ensuring chemical safety, i.e. improving systems for identifying, monitoring and predicting chemical threats, eliminating sources of chemical hazards, etc. Under his leadership, a number of research studies were carried out within the framework of the Federal target program "National System of Chemical and Biological Safety of the Russian Federation (for the period of 2009-2014, 2015-2020)", inter alia:

  • development of modern systems for early detection and identification of hazardous chemicals, as well as equipment for purifying, disinfection and remediation of soils, water bodies, industrial and residential areas contaminated with hazardous chemicals using next generation promising materials and substances, including ion-exchange resins, biocatalytic neutralizing devices and nanostructures integrated with biomaterials;
  • development of versatile ecofriendly chlorine-free disinfectants for water treatment and disinfection of premises.
  • establishing integrated databases of scientific, technical and technological potential of Russia addressing the challenges of ensuring chemical safety, including specialized databases containing the list of hazardous substances and their corresponding antidotes.

Over the course of many years, A.V. Roshchin  has headed the work commissioned by the Ministry of Industry and Trade of the Russian Federation aimed at information and analytical support, expertise, evaluation and practical implementation of the results of the Federal target program "National System of Chemical and Biological safety of the Russian Federation" as related to the involvement of the Ministry of Industry and Trade of the Russian Federation.

A.V. Roshchin is an initiator and organizer of four scientific and technical conferences under the general title of "Actual Scientific and Technical Issues of Chemical Safety", which are held regularly and have become international since 2018. The conferences have been hosted by the Russian Academy of Sciences and supported by the Russian Foundation for Basic Research.

A.V. Roshchin has initiated and headed publication of a number of special issues of the following scientific and technical periodicals: Sensor; Chemical and Biological Safety; Russian Journal of Chemical Physics B, Mendeleev Russian Chemical Bulletin, which had covered a broad range of aspects for ensuring chemical and environmental safety.

He is an author of more than 200 scientific publications (including 3 monographs, 15 patents, 75 special research reports, etc.).
