Highly skilled expert in the field of environmental protection with more than 20 years of professional experience. Leader of non-governmental organization ‘Independent Ecological Expertise’ (NGO IEE) established in 1998. Educated as a lawyer, trained and working in Kyrgyzstan, he deeply comprehends national environmental legislation of the Kyrgyz Republic (KR). NGO IEE has extensive experience in conducting expertise including research and analytical activities.
Key areas of activity:
- improving the state environmental policy, rules and regulations of the Kyrgyz Republic in the field of environmental legislation;
- ensuring chemical and environmental safety in KR;
- conducting public environmental expertise;
- facilitating public participation in significant decisions related to environmental issues at national and international levels.
Participation in implementation of projects:
- Expert-level participation in the development of the project ‘Kambar-Ata-1’ for environmental assessment of construction and exploitation of hydroelectric power station (2013), the project ‘Social-economic assessment of primary mercury production in Khaidarkan’ (2009), conducting public environmental expertise of the Andash gold mining company (2007) , etc.;
- In 2013-2015, NGO IEE in cooperation with the Ministry of Economy of the Kyrgyz Republic and UNITAR, with the UNEP financial support, implemented the project ‘Support of SAICM (Strategic Approach to International Chemicals Management) and implementation of GHS (Globally Harmonized System of Classification and Labeling of Chemicals) in the Kyrgyz Republic’. The main goal of the project was to develop a National GHS Implementation Strategy. As a result, the following national regulatory legal acts were developed and adopted:
- Decree of the Government of the Kyrgyz Republic No. 235 dated April 22, 2015 ‘On approval of the Program of the Government of the Kyrgyz Republic on the implementation of the international system of hazard classification and labeling of chemicals in the Kyrgyz Republic and Plan of activities for its implementation for 2015-2017’;
- Decree of the Government of the Kyrgyz Republic No. 43 dated February 9, 2015 ‘On approval of Regulation on classification system for the hazard of chemicals/chemical mixtures and the requirements for hazard warning elements: labeling and Safety Data Sheet”;
- In 2017, NGO IEE in cooperation with experts of the State Agency for Environmental Protection and Forestry under the Government of the Kyrgyz Republic, implemented the project ‘Assessing the potential of the Kyrgyz Republic in the management of waste derived from electrical and electronic equipment’. Basing on studying international experience and expert analysis results, NGO IEE worked out proposals and recommendations for the Government of the Kyrgyz Republic, aimed at creating an integrated approach and an appropriate system of management of waste of electrical and electronic equipment origin;
- In 2017, O.V. Pechenyuk took part in conducting ‘Preliminary and brief initial assessment of electronic waste for Central Asia with focusing on Kyrgyzstan and Tajikistan’. The project was funded by the European Union as part of the technical support of the Basel Convention secretariat. Implementation proceeded with the participation of experts from the public environmental organization ‘Foundation to Support of Civil Initiatives’ (Dastgirie-Center), Republic of Tajikistan;
- From 2017 to the present, NGO IEE in cooperation with the Ministry of Economy of the Kyrgyz Republic and UNITAR, with the financial support of UNEP Special Program, has been implementing the project ‘Strengthening Capacity for National Implementation of International Agreements Related to Chemicals and Wastes’. Institutional strengthening will enhance implementation of the Basel, Rotterdam and Stockholm conventions, Minamata Convention and SAICM. Project implementation period: 2017-2019;
- In 2019, NGO IEE, with the financial support of IPEN, conducted a study and prepared a report on implementation of Stockholm Convention by the Kyrgyz Republic, in relation to polychlorinated biphenyls.
O.V. Pechenyuk is an adviser of the Minister of Economy of the Kyrgyz Republic, as well as a member of the public supervisory board under the Ministry of Economy of the Kyrgyz Republic (since 2018).
