MONITORING PERSISTENT ORGANIC POLLUTANTS – AN OBJECTIVE AND INDEPENDENT TOOL FOR EVALUATING EFFECTIVENESS OF STOCKHOLM CONVENTION ON POPS (2001)

Abstract – The paper examines the legal platform for monitoring persistent organic pollutants (POPs) in Russia taking into account the international experience and results of executing the first and the second steps of the Global Monitoring Plan on POPs, in the framework of evaluating effectiveness of the Stockholm Convention on POPs (2001) ratified by the Russian Federation in 2011. According to estimates presented in the Global Monitoring Plans on POPs, the total number of anthropogenic hazardous compounds in the environment keeps growing, thereby dictating an urgent need to continue and expand POPs’ monitoring activities. General requirements for POP’s monitoring system in Russia are proposed.
